Cogent Systems Receives a 1,000 Unit Purchase Order for Its BlueCheck(TM) Portable Bluetooth Fingerprint Scanner from the Los Angeles County Regional Identification System

PASADENA, Calif., Sep 22, 2008 (BUSINESS WIRE) -- Cogent Systems (NASDAQ:COGT) today announced that the Los Angeles County Regional Identification System (LACRIS) has awarded Cogent a 1,000 unit purchase order for its Cogent BlueCheck(TM) mobile identification devices to be deployed to law enforcement agencies in Los Angeles County.

The 1,000 additional Cogent BlueCheck devices, utilizing secure wireless communications, will operate with the 500 devices that have already been deployed throughout Los Angeles County. The devices will be used in conjunction with mobile data computers deployed in officers' patrol cars, as well as PDA phones and BlackBerry(R) phones, to provide law enforcement officers with access to the LACRIS Automated Fingerprint Identification System (LAFIS).

The BlueCheck devices utilize the Los Angeles County Sheriff's Department's (LASD) secure network to allow officers to perform a rapid fingerprint check of subjects in the field, compare fingerprints with over 4 million criminal subjects maintained in LAFIS, and receive an identification response within seconds. BlueCheck has proven to be a practical and critical identification tool for Los Angeles County law enforcement officers to rapidly identify and apprehend criminals during routine operations.

LAPD Chief Information Officer Tim Riley noted, "The Cogent BlueCheck portable wireless fingerprint identification devices have proven to be an invaluable law enforcement tool in combating crime, improving efficiency, and enhancing officer safety by enabling LAPD field officers with an undisputable means of positively identifying persons under investigation."

"BlueCheck offers the flexibility that LACRIS needs to accommodate 48 law enforcement agencies within Los Angeles County. It allows LACRIS to seamlessly deploy the mobile fingerprint devices within our existing infrastructure. Moreover, the ability to biometrically identify a subject in the field within seconds is a huge leap forward in improving the safety of our communities and our officers. We have numerous success stories where felons with long standing warrants were arrested because the patrolling officer used the Cogent BlueCheck to identify the subject," stated Lieutenant Leo Norton of the LASD.

"This second procurement from Los Angeles Sheriff's Department is a testament to Cogent's ability to provide the best suited and most advanced biometric identification products to the law enforcement communities," commented Mr. Ming Hsieh, President and Chief Executive Officer of Cogent. "We believe our mobile biometric identification technology is unique in the field and that our success with the BlueCheck device is only the beginning of our leadership in this market."

About BlueCheck

BlueCheck is a Bluetooth-enabled mobile fingerprint scanner for law enforcement applications. Weighing only 3 ounces, the BlueCheck is equipped with a durable LCD display for real-time feedback, a 500 dpi fingerprint sensor, and Cogent's SecurASIC technology for embedded encryption, image compression, and on-device matching. Used with Cogent's MobileID(TM) and Web ID(TM) applications, BlueCheck allows users to quickly and easily perform in-the-field fingerprint capture and identifications. Using Bluetooth communication, BlueCheck can remotely transfer secure captured fingerprint data to any COTS Bluetooth-enabled PDA, laptop, or BlackBerry device. This modular feature enables law enforcement agencies to configure the use of BlueCheck with their existing equipment and infrastructure. With Cogent's BlueCheck host applications, the host device can submit ANSI/NIST format files via SMTP or FTP to a remote server, or to a statewide Automated Fingerprint Identification System (AFIS). BlueCheck receives the search results from the host and displays the results on its LCD display, providing timely and accurate information for law enforcement personnel.
