Cogent Systems Receives Orders for its BlueCheck™ Portable Bluetooth Fingerprint Scanner from the Los Angeles Police Department
South Pasadena, CA, July 17, 2007 Cogent Systems (NASDAQ: COGT) today announced that the Los Angeles Police Department (LAPD), through a Homeland Security Grant promoting interagency cooperation, has procured 500 Cogent BlueCheck mobile identification devices to date that will be deployed to LAPD field officers as well as other local law enforcement agencies operating under the Los Angeles County Regional Identification System (LACRIS). In 2003, Cogent successfully implemented the LACRIS Automated Fingerprint Identification System (LAFIS) for fingerprint identification services for all law enforcement agencies in Los Angeles County.
The Cogent BlueCheck devices, utilizing secure wireless communications, will operate with the newly deployed LAPD mobile computers in officers' patrol cars to provide access to LAFIS. As one of the lead agencies in the LACRIS, LAPD has coordinated efforts with the Los Angeles County Sheriff's Department (LASD) to allow the BlueCheck devices to access LAFIS.
The BlueCheck devices utilize the LASD secure network to allow officers to perform a rapid fingerprint check of subjects in the field, comparing fingerprints with nearly 9 million criminal records maintained in LAFIS, and receive an identification response within seconds. Two hundred BlueCheckTM devices will be immediately deployed in LAPD patrol vehicles and 300 devices will be provided to the Sheriff and municipal police departments within Los Angeles County. This cooperative effort will elevate the public safety of the communities throughout Los Angeles County by giving officers in the street another tool to positively identify and apprehend criminals.
LAPD Chief Information Officer Tim Riley remarked, "The Los Angeles Police Department views the timely identification of subjects in the field as a tremendous development for providing our officers with a new crime fighting tool that will enhance officer safety. We look forward to deploying the device Department-wide, which will allow rapid confirmation in cases of questioned identity and allow officers to quickly resume patrol duties. The information sharing aspect of this program within our Los Angeles Regional Identification System brings us to a new level of interagency information sharing that will elevate public safety for the citizens of Los Angeles, as well as our neighboring cities."
"This is a tremendously important step forward for law enforcement and the field officers. The ability to biometrically identify a subject in the field within seconds is revolutionary, second only to the introduction of portable radios. As this program expands, we hope to eliminate the use of name-based checks to determine a subject's identity. Soon we will be able to eliminate the use of stolen or fraudulent identification," stated Lieutenant Larry Bryant of the Los Angeles County Sheriff's Department.
"Allowing field officers to perform remote fingerprint search is a significant capability expansion for LAFIS. Cogent is the first AFIS vendor to support a county-wide mobile fingerprint ID network covering a territory of 4,061 square miles and a population of nearly 11 million persons," commented Mr. Ming Hsieh, President and Chief Executive Officer of Cogent. "Los Angeles County is clearly committed to giving their law enforcement officers the most advanced crime solving and crime prevention tools available. We believe that BlueCheckTM demonstrates Cogent's technology leadership in research and development to provide state-of-the-art products to our customers."
About BlueCheck
BlueCheck , is a Bluetooth enabled mobile fingerprint scanner for law enforcement applications. Weighing only 3 ounces, the BlueCheckTM is equipped with a durable LCD display for real-time feedback, a 500 dpi fingerprint sensor, Cogent's SecurASIC technology for embedded encryption, image compression, and on-device matching. BlueCheck allows users to quickly and easily perform in-the-field fingerprint capture and identifications. Using Bluetooth communication, BlueCheck can remotely transfer secure captured fingerprint data to any COTS Bluetooth enabled PDA, laptop, or cell phone. This modular feature enables law enforcement agencies to configure the use of BlueCheck with their existing equipment and infrastructure. With Cogent's BlueCheckTM host applications, the host device can submit ANSI-NIST format files via SMTP or FTP to a remote server, or to a statewide Automated Fingerprint Identification System (AFIS). BlueCheck receives the search results from the host and displays the results on its LCD display, providing timely and accurate information for law enforcement personnel.
