Cogent Systems has just received a contract to provide an Advanced Integrated Cogent Automated Palm and Fingerprint Identification System (CAPFIS) for the States of Connecticut and Rhode Island.
Dateline-South Pasadena, CA -October 26, 2003. Cogent Systems, as announced on October 16, 2003, has received a contract from The State of Connecticut to provide an advanced integrated Cogent Automated Palm and Fingerprint Identification System to support statewide law enforcement and non criminal justice related agencies throughout Connecticut and Rhode Island.
This advanced Cogent System CAPFIS system will provide Connecticut and Rhode Island law enforcement agencies with a fully integrated criminal justice identification system capable of interfacing to the FBI’s Integrated Automated Fingerprint Identification System (AFIS) and other governmental agencies. It will also support fingerprint based civilian applicant checks. Lockheed Martin and Sierra Systems will assist Cogent, as subcontractors, in this immense project providing system integration to the FBI AFIS and other statewide agencies.
The heart of the CAPFIS system features Cogent’s unique Programmable Matching Accelerator (PMA) technology and its’ patented Image Flow advanced biometric comparison technology. This unique technology provides for both fingerprint and palmprint matching in a matter of minutes. This will enable quick turnaround for both criminal and civilian identification checks as well as for checking fingerprints left at crime scenes to help identify suspects.
According to Capt. Scott Martin, project director for the new system, "If we arrest someone, the only way to positively identify them is through fingerprints. Often suspects will give an alias to try to avoid identification by the current AFIS because they knew it could take days to weeks to make positive identification. Now, fingerprint-based record checks will be received while the individual being fingerprinted is still standing in front of the person doing the fingerprinting," Martin said.
The new Connecticut system will support:
- Multi-State connectivity
- 1000ppi image storage supporting fingerprint and palmprint functionality including latent print to known prints and latent print to latent print searches -- over four times the resolution currently available.
- Searching of both rolled and flat fingerprint impressions utilizing Cogent State-of-the-art PMA matching servers capable of performing at 500,000 matches per second.
- Connectivity with existing criminal justice information systems as well as to the FBI
- Searching of both criminal and civilian applicants
- Connectivity with remote workstations Livescan units throughout Connecticut and Rhode Island
- A combined database of over 4,500,000 existing fingerprint forms for Connecticut and Rhode Island at 1000 ppi.

Its high image resolution, fast database searching and advanced matching technologies will provide the ability to search and match latent prints against both rolled and flat fingerprints with extremely high accuracy.
